Academic Recognition
Citizens outside of Russia holding a foreign academic certificates or degrees are required to provide the following documents:
Original legalized document which provides access to the relevant level of higher education studied and subjects along with professional grade. Documents submitted should be equivalent to state recognized academic documents.

Confirmed educational documents which have been issued by foreign countries but failing to pass the recognition procedure falling under international agreements concluded by the Russian Federation are recognized on the territory of Russian Federation you can see here.

Recognition of International Academic documents at KFU.
Any students who want to study or apply for a job in Russia with compliance with the Russian Obligation of Russia and Russian legislation it is required for them to undergo recognition procedure of documents produced by other countries other than Russia.

If you are not planning for any work or study in Russia you have to go through another procedure and apply to National Information Center after recognition of your academic degrees and qualification in Moscow.
Or
Look for the Universities who have the authority to recognize foreign education and qualification for study and provide opportunities only for profession activities for foreign students get detail.
